It's Just a Matter of Time
I can't really see what benefit these provide over current police tools. They are expensive, they still need a pilot on the ground to operate them.
I can't see how they'll save manpower, reduce costs or provide a benefit. It looks like Houston has lot of extra money to waste on toys.

What the hell is that? That is the most perverse abuse of those things I have seen.
